WHAT TO BRING

Vehicle Registration & Title

HERE ARE THE DOCUMENTS YOU WILL NEED TO BRING WHEN YOU VISIT US TO REGISTER AND TITLE YOUR AUTOMOBILE(S):
  • One (1) valid Driver’s License or ID for EACH person that will be on the title
  • Two (2) Proofs of New Mexico Residency. Required IF your address does not match on your driver’s license and where you currently live. View list of acceptable NM Residency documents
  • One (1) Proof of Insurance – In New Mexico, drivers must operate their motor vehicles with at least liability insurance. Auto liability insurance amounts required in NM include:
    • $25,000 for bodily injury to/death of one person
    • $50,000 for bodily injury to/death of two or more persons
    • $10,000 for property damage in any one accident.
  • Bring one (1) of the following:
    • Current auto insurance card
    • Copy of your current auto insurance policy
    • A letter from your auto insurance company (on company letterhead) that verifies coverage.
    • One (1) Vehicle Title – Bring untouched, with completed Bill of Sale
    • One (1) Bill of Sale– Completely filled out by purchaser and seller | Download Form

FORMS

MVD Forms

  • Affidavit of Correction – The seller needs to complete this form in order to correct a mistake on a title.
  • Affidavit of Gift – If you are gifting vehicle to a relative, this form requires owner signature. It also requires the person receiving the gift and needs notarization. We have a notary available.
  • Affidavit of Non-Use –If your insurance and registration expired, you will need to fill out this form in our office.
  • Affidavit of One and the Same – This form clarifies any name discrepancy of the owner or buyer on a title.
  • Application of Duplicate Title – This form replaces a lost title and completion needs to be in our specialist’s presence.
  • Bill of Sale – This form is required for all out of state titles and must be completed by the seller and buyer.
  • Notice of Vehicle Sold -– This form is to notify the state that your vehicle has been sold and removes your responsibility.
  • Water Hauling – Drivers must complete form and email to brad.a.jones@state.nm.us. If you have questions, please call Brad Jones at 505-476-3487
  • DQ Application – New drivers must present this form along with other appropriate information. When applying, please bring your completed application, a copy of your CDL Driver’s License, a completed Care and Custody Form, and your Drug Test Results to TCP. If you have any questions, please contact us.
  • New Trucking Company – Owners must bring completed packet, New Mexico Phone Bill, Utility Bill, Bank Statement, and/or Lease/Mortgage Document. You can also use an LLC or Corporation Paper and Owners Driver’s License.

Documents Required Case by Case

  • One (1) Manufacturer’s Certificate of Origin (MCO). Its required when registering a NEW vehicle, to bring the original MCO, not a copy
  • One (1) VIN Inspection–only required for vehicles coming from out of state.
  • One (1) Dealer’s Invoice. The original invoice or a certified copy of the invoice to show vehicle sale from the dealership
  • One (1) Power of Attorney. Required only if someone is registering the vehicle other than the who will have their name on the title/registration. Copy of their license needed.
  • One (1) Affidavit of Gift of Motor Vehicle or Boat – needed when doing a transfer of a vehicle or boat as a gift. Both the donor and the recipient must sign the Affidavit of Gift of Motor Vehicle. These signatures must be notarized. | Download Form
  • Lien Holder Information– must have if the vehicle is being financed or Original Title.

 

If you are financing, we need to request the title from the financing company. Information needed includes the name of the finance company, fax number of title dept. and mailing address

Vehicle Title Only

HERE’S ALL THE INFORMATION AND DOCUMENTS YOU’LL NEED WHEN WANTING TO TITLE YOUR VEHICLES:

In most cases, a vehicle is titled and registered at the same time. If you only need a Certificate of Title, we can issue it without registering the vehicle or license plate. Limited conditions apply, as outlined below:

CERTIFICATE OF TITLE FOR A VEHICLE THAT DOES NOT OPERATE:

Most often, owners use this when purchasing a vehicle for reconstruction or rebuild. It is for when the buyer doesn’t intend to operate the vehicle for an extended period of time.

You must pay the title fee and the excise tax on the vehicle, but no issuing of plate occurs. Once the vehicle is operable, you can come back to register the vehicle if you choose. View List of Acceptable NM Residency Documents.

Here are the documents you’ll need to bring when you visit us to title a non-operating vehicle(s):

 

CERTIFICATE OF TITLE FOR A VEHICLE THAT IS NOT INSURED

If you have purchased a vehicle that cannot get insurance, you can get a Certificate of Title on the auto. You must pay the title fee and the excise tax on the vehicle, but no license plate will be issued. Once you do get insurance on the vehicle, you can then register the vehicle if you choose.

Here are the documents you’ll need to bring when you visit us at TCP to title an uninsured vehicle(s):

  • One (1) valid Driver’s License or ID for EACH person that will be on the title
  • Two (2) Proofs of New Mexico Residency | View list of acceptable NM Residency documents
  • One (1) NM Vehicle Title – Bring untouched, with Bill of Sale signed by vehicle seller and purchaser
  • One (1) Out of State Title – For out of state titles, Completely fill out Bill of Sale by purchaser & seller.

 

AVOID RECEIVING A TAX PENALTY FROM THE STATE FOR LATE TITLING!

A penalty of 50% of the Motor Vehicle Excise Tax is imposed by the state on any person who lives in New Mexico and either:

  • Accepts transfer of an automobile in New Mexico but fails to apply for a certificate of title within 90 days.
  • Accepts transfer outside the state & fails to apply for a certificate of title within 90 days of entering New Mexico.

 

Disclaimer: The 50% add-on penalty has the effect of increasing the tax rate to 4.5% (3% x 1.5 = 4.5%). When this tax happens, 25% of the tax goes to the Local Governments Road Fund. The rest goes to the Highway Infrastructure Fund.

Don’t forget to title your automobile before the 90-day cut off to make sure to avoid any extra tax penalties.

VIN Inspection

HERE’S ALL THE INFORMATION YOU’LL NEED WHEN WANTING TO GET A VIN INSPECTION ON YOUR VEHICLES:

You must bring the vehicle for a VIN Inspection, or we will travel to you.

VIN Inspections are required only for vehicles coming to New Mexico from another state.

Important: TCP does level 1 and level 2 VIN inspections. Level 3 is only available at law enforcement facilities.

  • VIN Inspections are required for all out of state title transfers/government titles.
  • To complete a VIN inspection, the Public VIN (under the window) and Nader Sticker (driver side door jamb) must be visible.
