VIN INSPECTION

HERE’S ALL THE INFORMATION YOU’LL NEED WHEN WANTING TO GET A VIN INSPECTION ON YOUR VEHICLE(S):

A vehicle must be present for a VIN Inspection or we will go to you.

A VIN Inspection is necessary for vehicles coming to New Mexico from another state.

The vehicle identification number inspection is available at our office or your location. As long as you are within Clovis’ city limits, we will come to you when needed.

Important: TCP does level 1 and level 2 VIN inspections. Level 3 is only available at law enforcement facilities.

  • VIN Inspections required for all out of state title transfers or government titles.
  • VIN inspection requires the Public VIN (under the window) & Nader Sticker (driver side door jamb) must be visible.

VEHICLE REGISTRATION

HERE ARE THE DOCUMENTS YOU WILL NEED TO BRING WHEN YOU VISIT US TO REGISTER AND TITLE YOUR VEHICLE(S):
  • One (1) valid NM Real ID / Driver’s License for EACH person that will be on the title
  • Two (2) Proofs of New Mexico Residency. Required IF your address does not match on your Real ID or driver’s license and where you currently live | List of Acceptable NM Residency Documents
  • One (1) Proof of Insurance – In New Mexico, drivers must operate their motor vehicles with at least liability insurance. Auto liability insurance amounts required in NM include:
    • $25,000 for bodily injury to/death of one person
    • $50,000 for bodily injury to/death of two or more persons
    • $10,000 for property damage in any one accident.
  • Bring one (1) of the following:
    • Current auto insurance card
    • Copy of your current auto insurance policy
    • A letter from your auto insurance company (on company letterhead) that verifies coverage.
    • One (1) Vehicle Title – Bring untouched, with completed Bill of Sale
    • One (1) Bill of Sale– Completely filled out by purchaser and seller | Download Form

Important: The vehicle registration cost will depend on the year, model, and weight of your vehicle.

DOCUMENTS REQUIRED CASE BY CASE

  • One (1) Manufacturer’s Certificate of Origin (MCO). Its required when registering a NEW vehicle, to bring the original MCO, not a copy
  • One (1) VIN Inspection–only required for vehicles coming from out of state.
  • One (1) Dealer’s Invoice. The original invoice or a certified copy of the invoice to show vehicle sale from the dealership
  • One (1) Power of Attorney. Required only if someone is registering the vehicle other than the who will be named on the title and registration. Copy of their license/NM Real ID is also needed.
  • One (1) Affidavit of Gift of Motor Vehicle or Boat – needed when doing a transfer of a vehicle or boat as a gift. Both the donor and the recipient must sign the Affidavit of Gift of Motor Vehicle. These signatures must be notarized. | Download Form
  • Lien Holder Information– needed if the vehicle is being financed or Original Title.

VEHICLE TITLE

HERE’S ALL THE INFORMATION AND DOCUMENTS YOU’LL NEED WHEN WANTING TO TITLE YOUR VEHICLE(S):

In most cases, a vehicle is titled and registered at the same time. If you only need a Certificate of Title, we can issue it without registering the vehicle or license plate. Limited conditions apply, as outlined below:

 
CERTIFICATE OF TITLE FOR A VEHICLE THAT DOES NOT OPERATE:

Most often, owners use this when purchasing a vehicle for reconstruction or rebuild. It is for when the buyer doesn’t intend to operate the vehicle for an extended period of time.

You must pay the title fee and the excise tax on the vehicle, but no issuing of plate occurs. Once the vehicle is operable, you can come back to register the vehicle if you choose. View List of Acceptable NM Residency Documents.

Here are the documents you’ll need to bring when you visit us to title a non-operating vehicle(s):

 
CERTIFICATE OF TITLE FOR A VEHICLE THAT IS NOT INSURED

If you have purchased a vehicle that cannot get insurance, you can get a Certificate of Title on the auto. You must pay the title fee and the excise tax on the vehicle, but no license plate will be issued. Once you do get insurance on the vehicle, you can then register the vehicle if you choose.

Here are the documents you’ll need to bring when you visit us at TCP to title an uninsured vehicle(s):

  • One (1) valid Driver’s License or NM Real ID for EACH person that will be on the title
  • Two (2) Proofs of New Mexico Residency | View list of acceptable NM Residency documents
  • One (1) NM Vehicle Title – Bring untouched, with Bill of Sale signed by vehicle seller and purchaser
  • One (1) Out of State Title – For out of state titles, completely fill out Bill of Sale by purchaser & seller.
 
AVOID RECEIVING A TAX PENALTY FROM THE STATE FOR LATE TITLING!

A penalty of 50% of the Motor Vehicle Excise Tax is imposed by the state on any person who lives in New Mexico and either:

  • Accepts transfer of an automobile in New Mexico but fails to apply for a certificate of title within 90 days.
  • Accepts transfer outside the state & fails to apply for a certificate of title within 90 days of entering New Mexico.

 

Disclaimer: The 50% add-on penalty has the effect of increasing the tax rate to 4.5% (3% x 1.5 = 4.5%). When this tax happens, 25% of the tax goes to the Local Governments Road Fund. The rest goes to the Highway Infrastructure Fund.

Don’t forget to title your automobile before the 90-day cut off to make sure to avoid any extra tax penalties.

HOW TO GET A NM DRIVER’S LICENSE or NM REAL ID

All persons driving a motor vehicle on New Mexico highways and roadways are required to have a license.

TCP issues a secure NM Real IDs and driver licenses to help protect New Mexicans from identity theft. Persons applying for a first-time NM Real ID, driver license, a license renewal or a license replacement are issued a temporary license while their regular license is being processed and mailed.

If you have an out-of-state license or a prior New Mexico ID card, it will be hole-punched and may be used in conjunction with the temporary license, for up to 45 days from the date of issue. The temporary license and the hole-punched license or ID card are only valid for identification purposes when presented together.

You must come into our office to get your New Mexico Real ID or standard driver’s license.

FIRST-TIME NEW MEXICO DRIVER’S LICENSE REQUIREMENTS

Once you have established residency in New Mexico, you are required to surrender your license from any other state and apply for a New Mexico license.

  • you may only apply for the Standard License or ID card

PROTEST: Section 66-2-17 NMSA 1978 of the Motor Vehicle Code provides a formal process for resolving disputes. Protests must be submitted within 30 days of the mailing or verbal notification of the action proposed to be taken by the Department. The protest must be in writing. FEES FOR A NEW MEXICO DRIVER’S LICENSE

The fee is $18.00 for four-years or $34.00 for eight-years. Drivers who are 79 years old or older must renew their licenses yearly, but they are not charged renewal fees.

State law now requires a DWI records check on all drivers moving to New Mexico from out-of-state. To pay for the records check, those drivers are charged an additional one-time $15.00 fee, increasing their total to $33.00 for four-years or $49.00 for eight-years.

You will also be required to take the following tests:

  • Eye Test – Persons with a current driver license from another state or country, or those applying for a first-time New Mexico driver license, are required to pass an eye exam.
  • Written Test – Persons applying for a first-time New Mexico driver license, or those with licenses expired for one year or more, must pass the required written test(s). This test is not required if you have a current out-of-state driver license.  Persons with a current out-of-country license are required to take the written test. State offices typically do not allow the written test to be taken after 3pm to ensure the applicant has sufficient time to complete the test.
  • Road Test – Persons applying for a first-time New Mexico driver license, or those with licenses expired over five years, must pass the required road test(s). This test is not required if you have a current out-of-state driver license. One will not be issued if your driving privileges are suspended, revoked or denied by this state or any other state. You must first resolve the suspension or revocation of licenses.
 
DWI-RELATED REQUIREMENTS

Any person, 25 years of age and over, who has ever been convicted of DWI and who is applying for his or her first New Mexico driver license, must also submit evidence of having successfully completed New Mexico’s approved DWI prevention and education program, None for the Road, or another state’s equivalent program.

The None for the Road class is administered by UNM Continuing Education, not by the TCP or the state MVD. Information about the class and a class application are available online or by calling 505-277-0051 (Albuquerque and surrounding areas) or call toll -free at 1-877-663-7465. Business hours are 8 a.m. to 5 p.m. Monday through Friday. You may also obtain a ‘None for the Road’ flyer and application directly from any local Motor Vehicle Field Office.

HOW TO GET OR RENEW AN ID CARD

TCP issues secure identification cards to help protect New Mexicans from identity theft. Persons applying for a New Mexico identification card are issued a temporary ID card while their regular ID card is being processed and mailed.

If you have an old New Mexico driver license or an old ID card, it will be voided and may be used in conjunction with the temporary ID card, for up to 45 days from the date of issue.
